This is a circular from the Treasury Department, Comptroller's Office. It is advising and describing the practice that should be followed regulating fees for the Courts of the United States, which applies to the Circuit and District Courts in several states and to the Territory of Oregon, but does not apply to the other Territories, not to the District of Columbia. It applies to attorneys fees, marshalls, clerks of the court. It is signed by what appears to be E.C. Seaman, City Comptroller.
